I believe that although President Biden is not the best speaker he did accomplish his goal of presenting his accomplishments and outlining his goals for the future.
I'll start: I'm afraid the decorum we used to associate with presidential speeches is done. It's been 14 years since Rep. Joe Wilson (R- SC) famously yelled "You Lie!" during a speech by President Obama. The toothpaste is out of the tube. The shouting seems to come more from the Republicans. Shouting during such a proceeding is not in the best keeping of our Republic's ideals, and just makes the interrupters look silly.
